Specification of Freedom Toaster internationalisation (i18n)

Summary
We need to redesign the software structure and study the workflow needed for being able to localise the Freedom Toaster interface. Translators will then be able to translate in any language through the Rosetta tool. In the interface, users should be able to change language on the fly.
Design
In the directory structure level, we need to make place for localised information. English pages need to be placed under the /locale/en/ directory.
A .pot file is to be created, through a Makefile command, which take all localisable strings of XHTML, XML and Perl files. The file is then uploaded to Rosetta for translation. After translation, the resulting .po files are merged back (Makefile process) to produce localised files (XHTML, XML), or .mo (Perl).
The language choice is determined by a cookie set by default in english in the main index.html homepage. An UI widget allows users to choose the lanugage to switch to. To be defined...
